🐶 Dog Regulations in Chengdu: What Pet Owners Need to Know

In recent years, China has seen more frequent reports of dog attacks involving aggressive or banned breeds. These incidents have reignited debates over dog regulations and ownership laws in Chengdu, particularly concerning breeds like Rottweilers and Tibetan Mastiffs. As a result, Chengdu tightened its dog regulations to protect public safety.

🚫 New List of Banned Dog Breeds

Starting January 1, 2024, Chengdu updated its dog regulations and added 35 breeds to its list of prohibited dogs. These breeds are now completely banned in the city. If you violate the updated rules, you may face steep fines. This ban will remain valid for five years unless further changes are announced.

In addition, the local government introduced new rules for large dog breeds. All pet owners must now register their dogs.

📏 Definition of a “Large Dog”

According to the new dog regulations, large dogs are any breed taller than 65 cm from shoulder to ground. You cannot walk or own these breeds in restricted areas. Therefore, if you own a large dog, check the permitted zones and follow the time limits for walking them.

📜 Civil Code Explained

The Civil Code clearly outlines pet ownership responsibilities under the current dog regulations in Chengdu. It holds owners strictly liable for injuries caused by banned dog breeds or aggressive dogs. Even if an attack was accidental, the owner can still face legal action.

In extreme cases where a dog causes serious harm or death, the owner may face criminal prosecution for public endangerment.

🐾 Registration is Mandatory

Beyond restrictions on banned dog breeds, Chengdu now requires all pet owners to register their dogs. You must also use a leash or keep your dog in a secure space. Failure to comply with these dog regulations can result in fines or even loss of your pet.
