How To Apply for a Permanent Resident ID Card in Chengdu
The Foreign Permanent Resident ID Card of the People’s Republic of China (hereinafter referred to as “Permanent Resident ID Card”), serves as a legal identity document issued by the National Immigration Administration for eligible foreigners after they have been granted permanent residency in China.
This card can be used as a stand-alone personal ID. The holders can use it on various premises requiring identity verification such as accommodation registration, ticket purchases (vehicle, boat, aircraft), among others, all without the need to present their foreign passports.
The new version of this Permanent Resident ID Card has been officially issued and put into use from December 1, 2023. Who are eligible? How to apply? See the details below.
中华人民共和国外国人永久居留身份证（以下简称“永居证”），是国家移民管理局对符合条件的外国人批准其在境内永久居留后，为其签发的法定身份证件。该证作为个人身份证件可单独使用，持证人可在住宿登记、购买车（船、机）票等需要证明个人身份的场合作为合法凭证，无须再出示其外国护照。2023年12月1起，新版永居证正式签发启用。哪些人员符合受理条件？又应该如何申请及办理？详见下文。

- Basic application documents 基本材料:
✓ Valid foreign passports or valid certificates that can substitute for passports;
✓ Lawful and valid certificates of health issued by health quarantine organizations appointed by the Chinese government or medical institutions outside China recognized by Chinese embassies or consulates in those countries (“Certificates of health” are the results of physical examination during the past six months by the date of application);
✓ No-crime records outside China approved by Chinese embassies or consulates;
✓ Four recently taken two-inch, bare headed, full-faced colour photos.
✓ 有效的外国护照或者能够代替护照的证件 ;
✓ 中国政府指定的卫生检疫部门出具的或者经中国驻外使、领馆认证的外国卫生医疗机构签发的合法的、有效的健康证明书（“健康证明书”是申请人在申请前6个月内的健康体检证明）;
✓ 经中国驻外使、领馆认证的国外无犯罪记录证明;
✓ 4张2英寸近期正面免冠彩色照片。
Tips
Some also need to provide an accommodation registration certificate, complete the form of Application for Permanent Residence in China, submit four recent two-inch ID photos and record a CD for the digital version submission.

Classification of applicants and categorized application documents
人员分类及相应材料需求
- Investors 投资人员类
Those who have direct investment in China, remain investment steady and keep a good tax-paying record during the past three consecutive years.
指在中国直接投资、连续三年投资情况稳定且纳税记录良好的。
Tips
- “Direct investment” refers to investment made by foreign individuals in China in the forms of setting up enterprises with foreign investment, joint exploration of petroleum with Chinese investors, etc. Investment can take the form of cash such as RMB and USD, as well as the forms of technology, patent, equipment, etc. “Direct investment” does not include investment in real estate, stock, or securities.
- “Remain investment steady during the past three continuous years” means that in the past three consecutive years by the time of application, the total of authorized capital actually paid (“authorized capital actually paid” refers to the capital actually in place) by the applicant is not lower than the fixed standards.
- The standards for actually paid authorized capital by foreign investors are:
The total investment in any of the encouraged industries listed in the “Guiding Catalogue of Industries for Foreign Investors” issued by the national government is over USD 500,000.00;
The total investment in western China or in any other key poverty alleviating and development county of the country is over USD 500,000.00;
The total investment in central China is over USD 1 million;
The total investment in China is over USD 2 million.
- “Have a good tax-paying record” means that the applicant has paid all taxes as prescribed by Chinese laws, including individual income tax, taxes on buildings and estate, vehicle and vessel license and plate tax, stamp tax, deed tax and so on.

- “直接投资”是指外国投资者个人在中国国内通过设立外商投资企业、与中方投资者共同进行石油的合作勘探开发等方式进行投资。投资既包括以人民币、美元等现金形式投资，也包括以技术、专利以及设备等形式投资，不包括个人从事房屋、股票、有价债券买卖、交易等投资活动。
- “连续三年投资情况稳定”是指申请时以及申请之日前连续 3 年内投资者实际缴付的注册资本金（指实际已到位的资金）合计不得低于规定标准。
- 对在中国投资实际缴付的注册资本金规定标准如下：
在国家颁布的《外商投资产业指导目录》鼓励类产业投资合计50万美元以上；
在中国西部地区和国家扶贫开发工作重点县投资合计50万美元以上；
在中国中部地区投资合计100万美元以上；
在中国投资合计200万美元以上。
- “纳税记录良好”是指按照中国有关法律已全部缴纳规定的税款，包括个人所得税、城市房地产税、车船使用牌照税、印花税、契税等。
- Documents required 所需材料
✓ Certificate of Approval for Establishment of Enterprises with Foreign Investment,registration certificate and a joint annual examination certificate (a joint annual examination certificate is jointly issued by the departments of foreign trade, industry and commerce, taxation, customs, foreign exchange, etc.);
✓ Capital verification report;
✓ Individual tax-paid proof (a certificate showing that the applicant has paid all taxes during the prescribed term);
✓ Investors of government-encouraged enterprises with foreign investment should provide the confirmation of government encouraged project with foreign investment.
✓ 检证明（是外经贸、工商、税务、海关、外汇等部 外商投资企业批准证书、登记证明以及联合年门对外商投资企业联合进行的年检证明）；
✓ 验资报告；

Employees 任职人员类
Working in China as deputy general managers, deputy factory directors or on higher positions, or having titles not lower than associate professors and assistant senior researchers or their counterparts, and having been working for at least 4 consecutive years. During the 4 years of work in China an applicant should have an accumulated tenure of residence in China of not less than three years and have a good tax-paying record.
指在中国担任副总经理、副厂长等职务以上或者具有副教授、副研究员等副高级职称以上以及享受同等待遇，已连续任职满四年、四年内在中国居留累计不少于三年且纳税记录良好的。
Tips
The employer of the applicant should belong to one of the following types:
Departments under the State Council or institutions subordinate to provincial people’s governments;
Key universities;
Enterprises or public institutions undertaking national key engineering projects or key research projects;
Hi-tech and neo-tech enterprises, government-encouraged enterprises with foreign investment, advanced technology enterprises with foreign investment and export enterprises with foreign investment;
The applicant should simultaneously meet such conditions of employer, title (or position), tenure of residence and so on during the past 4 years by the time of application. If there has been change of employer, title, or position, the changed conditions should meet the prescribed requirements.

任职人员所在的任职单位应当符合下列条件之一：
- 国务院各部门或者省级人民政府所属的机构；
- 重点高等学校；
- 执行国家重点工程项目或者重大科研项目的企业、事业单位；
- 高新技术企业、鼓励类外商投资企业、外商投资先进技术企业或者外商投资产品出口企业；
- 此类人员申请时及申请之日前连续4年内应同时具备任职单位、职务（职称）、居留期限等各相关条件。该期限内变换工作单位或职务、职称的，变动情况应符合相关规定条件。

For the following materials required, the persons who hold posts as stipulated in the Regulations on the Examination and Approval of Foreign Permanent Residence
in China shall be taken as an example. ✓ Certificates of positions or titles issued by their employers;
✓ Foreign Expert Certificate or Alien Employment Permit;
✓ Registration certificate and the annual examination certificate of the employer (an annual examination certificate is issued by responsible departments for the annual
examination of registration certificates of institutions and enterprises other than enterprises with foreign investment);
✓ Individual tax-paid proof (a certificate showing that the applicant has paid all taxes during the prescribed term);
✓ If the employer is an enterprise with foreign investment, Certificate of Approval for Establishment of Enterprises with Foreign Investment and joint annual examination certificates are needed;
✓Applicants working in enterprises or public institutions undertaking national key engineering projects or key research projects should provide proof of project issued by province-level or ministry-level responsible departments; applicants working in hi-tech and neo-tech enterprises should provide certificates of hi-tech and neo-tech enterprises; applicants working in government-encouraged enterprises with foreign investment, advanced technology enterprises with foreign investment and export enterprises with foreign investment should respectively provide confirmation of governmentencouraged project with foreign investment, confirmation of advanced technology enterprises with foreign investment and confirmation of export enterprises with foreign investment.

Special personnel 特殊人员类
“People who have made outstanding contributions to China or who are especially needed by the country” are collectively called “special personnel”, referring to people who have made significant or outstanding contributions to the economic or social development of China; top talents of special significance to the world; people with special skills; or world famous people. “Special Personnel” include winners of world famous prizes for science, world renowned scholars, entrepreneurs, athletes, literary and art workers, and so on.
“对中国有重大、突出贡献以及国家特别需要的人员”统称特殊人员，是指对中国国家经济发展和社会进步做出过重大、突出贡献或对国家有重大价值的世界顶尖人才、特殊技能人才及知名人士等， 包括世界著名科学奖项获得者、世界知名学者、企业家、运动 员、文艺人士等。
- Documents required 所需材料
For the following materials required, special persons specified in the Regulations on the Examination and Approval of Foreign Permanent Residence in China shall

✓Applicants of this category should provide letters of recommendation and related certificates issued by responsible departments of the Chinese government
(“letters of recommendation and related certificates” refer to letters of recommendation provided by responsible ministries, commissions and bureaus under the State
Council, residence certificates and prize-winner certificates issued by responsible departments of the Chinese government, and certificates of the applicants’ research
achievements of world significance );
✓ Such Applicants do not need to provide health certificates or non-criminal record certificate.
